Too Faced Perfect Eyes Waterproof Eyeliner ($18) is a launch of none new creamy, waterproof eye pencils for Fall 2012.
These promise a long-wearing eyeliner in a creamy formula that promise an eight hour budge-proof, smudge-proof wear in a variety of shades.

I love these.
But I’m a little scared to recommend these to those with oily lids. On my drier eyes the formula has has a smooth as butter glide with a long wear that doesn’t fade or crease however, they are so crazy creamy that they might be a little much for those with oily skin.
The formula is so creamy that they pretty much beat out some of my favorite liners like Urban Decay 24/7 Eyeliner and MAC Technakohl. They have an even, skip proof glide across my lash line and smudge out easily and flawless for a smokier finish and thanks to the handy smudger on the opposite end of the pencil you don’t even need a separate tool to achieve the look.

Right out of the box the formula has a lusciously creamy texture with a nice deep pigmentation on each color I swatched. The shades almost look like liquid liner on eyes. The thing I really loved was how consistent the formula was across the board on all shades. So many times you run across a great eyeliner formula but as you go through the color selection the formula seems to suffer a little bit. In this case, I tried basic shades like brown which almost always come across amazing but even more obscure shades like green and navy proved just as incredible.
Wear time will vary from skin type to skin type but on my drier skin I saw all day, into the night wear (eight to twelve hours) without any fading issues, smudging, or flaking. The liner looks as fresh on my eyes at hour five as it did when I originally applied it.
Too Faced Perfect Eyes Waterproof Eyeliner is one of the creamiest liners I’ve run across in my makeup life. The formula has the look and feel of a liquid with the ease and application of a pencil. I did have one minor issue, no sharpener bah! I wish they hid a tiny one under the smudge cap.
I liked these a lot.
A little unsure how they’ll fair on oily lids but I’m a happy camper.
I’ll be hauling more shades for sure.
