Buxom Hold the Line Waterproof Eyeliner ($17) is a new waterproof eyeliner pencil with a gel formulation that promises 14 hours of wear. It supposedly applies with no tugging or breaking and blends out easily with a super creamy formula that doesn’t transfer. Each pencil also includes a sharpener to keep a precise point.
