Urban Decay 24/7 Waterline Eye Pencil Review & Swatches
So it is hot and humid in New York which means it is a perfect time to test the Urban Decay 24/7 Waterline Eye Pencil. Because what better time to test an eyeliner created exclusively for waterline use then in the hot, soup-y weather as you wanna see how it’ll withstand not only the heat but also how it holds up on the most moist place of your entire eye yes?
Urban Decay 24/7 Waterline Eye Pencil ($20) are a new and permanent five shade collection of 24/7 Eyeliner Pencils that were developed for use on the inner rim of the waterline with a creamy, demi-matte finish that promises a waterproof all day wear. These launch on September 12th on Urban Decay’s website with the Urban Decay Holiday 2015 Collection.
I want to tell you all about how Urban Decay 24/7 Waterline Eye Pencil blew my mind but sadly they really didn’t. I love the idea of a waterproof eye pencil created exclusively for waterline use. A long time ago Tarte created their inner rim and later on re-invented it as the Tarte Amazonian Clay Tightlining Eyeliner (which was sadly never really as a good as the original formula) but I can’t really think of many brands that are out there creating pencils for waterline use. They really should though right? It’s kinda a lacking area in the beauty world. I will say the longest and best wear I ever got from an eye pencil on my waterline is Mally Beauty Evercolor Automatic Waterproof Liner. To this day I swear by her black Evercolor Eyeliner for use on my inner water line.
Of course, there are a million other long wearing formulas I love as well such as Urban Decay’s Perversion and L’Oreal’s Infallible Gel Lacquer Liner both of which wear quite nicely on my inner rim.
But fact of the matter is all these eyeliners have a very creamy, gel-like consistency that won’t work for everyone particularly those prone to oily skin. So of course, something drier is in order for the most moist or wettest area of your eye and that’s where Urban Decay 24/7 Waterline Eye Pencils come into play but that’s also where they fail.
The idea is a good one BUT…they made them just a touch too dry and a bit too dense to fully work well on the inner rim. They swatch very roughly on skin with a very dry consistency that’s matte in finish. I feared they wouldn’t work on my waterline but I wasn’t prepared to give up hope as I swatched them on my arm. It takes time and patience to get the best intensity as the color just doesn’t flow well due to the density and dryness of the pencil. I find myself going around and around my inner rim to get the pencil “wet” and flowing. They just have a knack for dragging on my inner rim as I apply without producing a ton of color. Sure, they swatch intensely but getting that amount of color on my waterline proves an obstacle. I feel I have to do several passes before color shows up and at the point does it’s kinda sheer. The wear isn’t terribly good either as I can get about three hours in before they just break up and separate around my inner rim before fading away.

Dare I say if you have oily lids you might just want to use them as a regular eyeliner as they’ll likely wear strongly on your upper lash line!
I likely won’t be giving up Perversion for inner rim use for Urban Decay 24/7 Waterline Eye Pencil. Perversion works great on my waterline and provides a solid blacker than black finish with a fairly long six hour wear on my waterline. I expected longer wear and a superior formula from 24/7 Waterline Eye Pencil but it didn’t quite grab me sadly.
